Home Repair Program

Do you need home repair?
Homes always need repairs but not everyone can afford it. Sometimes friends and family can come to the rescue but when they don’t…un-resolved problems create many undesirable issues: high heating bills, accelerating disrepair, and the declining health and comfort level of the people living there.
In the Upper Valley, old houses and mobile homes, harsh winters and high proportions of low-income residents can present home owners with home repair issues that are beyond their ability to fix. COVER completes more than 70 urgent home repair projects each year. We focus on repairs that improve the home’s ability to provide a safe, comfortable and healthy environment for its inhabitants. Roof repair, accessibility ramp construction, structural floor repair and weatherization are common projects.
Most projects are scheduled to be completed in two full volunteer crew days, working 9:00 am to 4:00 pm.

FREE Home Energy Visits

For a brief time FREE Home Energy Visits are available to all Windham and Windsor residents (homeowners, mobile home owners, and renters)  in Vermont.  When you schedule an appointment a trained AmeriCorps Member would perform a home energy visit, which includes light bulb installation and energy saving tools, advice on saving energy, and help putting you in touch with additional resources that can help you save even more.

Call by June 15 if you are interested in scheduling a home energy visit, please email Mary at mmcloughlin@w-wht.orgor give her a call (802) 246 2116.  Please also provide your fuel usage information at that time – number of gallons used over a one year period.

COVER has a new ED!

The COVER Board is excited to announce that Bill Neukomm will be joining COVER as its new Executive Director on April 25, 2016.  Bill spent his formative years as a community organizer in the Oakland, CA, area and as the founding Executive Director of Chelsea Neighborhood Housing Services improving housing conditions for low income families in Chelsea, MA.  Bill has a passion for working with volunteers, renovating homes, and creating lasting organizations that can make a difference in our lives.




The search committee was chaired by Sarah Simonds and consisted of four board members, a former board member and a former staff member. Using a deliberative and consensus-driven process, Bill emerged as the right person to lead COVER’s existing programs and staff and to seek new opportunities for growth. Rob Schultz will remain on staff at COVER until April 29 to help with the transition. A big thank you to Rob for all of his contributions to ensure that the transition will be seamless for the staff, board and the wider community.


Bill and his wife, Sally, are in the midst of renovating their home in Reading, VT.  They are excited to become part of the Upper Valley community.  COVER will be organizing several events where the community will be able to meet Bill.  We hope you can join us to give them a warm welcome!
